Although it's possible to automatically download and install a language pack (MUI pack) using Windows Update, it's also possible to manually download the corresponding Windows update from the Microsoft site to install it without the need for Internet.
All MUI packs for Windows 7 are referred to as "KB2483139".
Important : only install these MUI packs on an edition supported by Microsoft (therefore : Professional or Enterprise), otherwise your version of Windows 7 may be detected as a "pirate" version and Windows 7 will therefore no longer be activated.

Once the MUI pack has been downloaded, launch it by double-clicking on it.
Wait a minute, an "Install or uninstall display languages" window will appear.
Wait while the language pack is installed.
Once the language pack is installed, this window will disappear automatically.
Now that you have the desired language pack installed, you need to tell Windows 7 which language you want to use.
To do this, open the Control Panel and click on : Clock, Language, and Region.
Then, click on : Change display language.
Then, in the "Keyboards and Languages" tab, choose the language you just installed.
Once the desired language has been selected, click OK.
Windows 7 will ask you to log out of your Windows session now for the changes to take effect.
Click on : Log off now.

Click on the name of your session and enter your password if there is one.
Now, Windows 7 is in your language.
As you can see, everything is in your language.
At this point, you might think Windows 7 has been translated to your language successfully.
However, there is one small detail to be resolved.
Indeed, in our case, we had installed an English version of Windows 7.
The keyboard configured by default in Windows 7 is therefore a QWERTY keyboard. Except that the keyboard used in Belgium and France is an AZERTY keyboard.
There are therefore several differences between them and in particular the letters "A" and "Z" which are reversed with the letters "Q" and "W". There are also special characters that change places from country to country.
Anyway, to fix this little problem, open the control panel and click on "Change keyboards or other input methods" in the "Clock, Language, and Region" section.
In the "Keyboard and Languages" tab, click on the "Change keyboards" button.
If your keyboard doesn't appear in the list on the left, click on the "Add" button.
Check the keyboard you want to add.
In our case, the "French (Belgium)" keyboard.
Then, click on OK.
Then, select the keyboard you just added from the top list.
Then, click on OK.
If necessary, also select your keyboard via the language bar located at the right of the task bar (near the time).
